  • Reuters reports: "China has given the green light to online ride-hailing services, issuing guidelines that establish a long-awaited framework for the booming industry and remove uncertainty for firms such as Didi Chuxing and U.S. rival Uber Technologies Inc [UBER.UL]. The rules outlined on Thursday take effect on Nov. 1. They were immediately welcomed by Uber and Didi, which have invested billions of dollars to attract riders with discounts while operating in a legal gray area in most of China....The rules require drivers have a minimum of three years' experience behind the wheel and pass a crime check. They also stipulate that cars used for rides must not be more than eight years old or have more than 600,000 km on the odometer."
  • The Wall Street Journal reports: "China and Russia will hold joint naval exercises in the South China Sea in September, the Chinese Defense Ministry said, amid heightened regional tension following an international tribunal's rejection of Beijing's maritime claims there. China's defense-ministry spokesman, Senior Col. Yang Yujun, gave few details at a monthly news conference on Thursday but said the drills were 'routine' and not directed at any other countries....'This is a routine exercise between the two armed forces, aimed at strengthening the developing China-Russia strategic cooperative partnership,' Col. Yang said. 'The exercise is not directed against third parties.'"
  • The Associated Press reports: "U.S. diplomats have not been granted permission by China to meet with James Wang, a jailed magazine publisher and naturalized American citizen, since his 2014 arrest in southern China, the Obama administration said Wednesday....State Department spokesman John Kirby said the U.S. was not permitted to attend Wang's trial and will continue to request visits....Wang also holds residency in Hong Kong — a semiautonomous Chinese territory — and last entered China with his Hong Kong identity card before his arrest, Chen said. China does not recognize dual citizenship and likely tried Wang as a Chinese citizen, particularly as he entered the country with Chinese documents."
