Anni Piiparinen
Associate Director, Atlantic Council
Anni Piiparinen is an associate director at the Atlantic Council’s Cyber Statecraft Initiative, where she focuses on cybersecurity in the Asia-Pacific. Prior to joining the Initiative, she worked with the Atlantic Council’s Brent Scowcroft Center on International Security on Asian security issues and emerging defense challenges, and at the Institute for Strategic and Development Studies in Manila, Philippines. A native of Finland, she earned her MA in International Relations from the Freie Universität Berlin in Germany.

While Russia’s hybrid warfare tactics have dominated the news cycle since the annexation of Crimea in 2014, China’s activities in the South China Sea have drawn close lessons from the Kremlin’s playbook. Beijing’s embrace of the concept of modern hybrid warfare has been part of the regional power’s calculated bid to blur the lines between ‘war’ and ‘peace’ in pursuit of its maritime sovereignty claims and avoid outright provocation of its rivals – particularly the United States.
